China is considering issuing approximately RMB 500 billion in special sovereign bonds for a second round of capital injections into major financial institutions, according to a recent UBS report. Roughly RMB 300 billion is expected to be allocated to Industrial and Commercial Bank of China (ICBC) and Agricultural Bank of China (ABC), while the remaining RMB 200 billion would support insurers. UBS anticipates an announcement as early as the first quarter of 2026, with a process flow similar to the previous year: the bond plan could be revealed during the March National People's Congress, followed by detailed bank disclosures in late March, and execution by the first half of 2026. UBS estimates the recapitalization will boost CET-1 ratios by roughly 0.4% for ICBC and 0.8% for ABC, though ABC's CET-1 would still remain below 12%. Consequently, EPS and DPS dilution is projected at approximately 4% for ICBC and 8% for ABC. If ABC receives a larger allocation, dilution could widen to 14%. State-owned bank dividend payments may also be accelerated to late April or early May. Despite the expected dilution, UBS maintains a constructive outlook on Chinese bank stocks, citing improving fundamentals, resilient dividend yields exceeding 5%, and historical post-injection price strength.
