The restructuring includes a roughly 20% reduction in employees more than seven layers from the CEO, nearly a 50% cut in one-to-two-person teams, and consolidation of certain engineering and operations teams, such as Tech's core services engineering and science teams. Citi explicitly does not view the move as stemming from GB demand slowdown or business challenges, believing it is at least partly enabled by efficiency gains from Uber's AI investments. On a rough basis—about 3.3k positions at roughly US$250k average fully burdened cost per employee—annualized savings could exceed US$825m, expected to be reinvested in growth, innovation, and AV rather than pure margin expansion. AI adoption evidence: over 70% of pull requests are completed by local or cloud AI agents, weekly agent requests are up 9.4x since February, and AI total spend stabilized in April, with cost per thousand model requests down about 34% from peak during February-July.
