Jinyuan Securities keeps its outperform rating on the computer sector after the MIIT General Office's August 31 notice launching a special action to cultivate AI application service providers, targeting more than 2,000 providers in the national resource pool by end-2026 and at least 3,000 by end-2027, to support an ecosystem with coordinated factors, end-to-end linkage and full scenario coverage. The report frames the action as extending the 15th Five-Year Plan's AI-plus agenda and the State Council's AI-plus action opinion, building national and regional resource pools, AI application service teams, training bases and forward-deployed engineer (FDE) capacity, while tools such as first-purchase-first-use, risk compensation and compute vouchers strengthen procurement and factor supply. Two beneficiary lines emerge: first, AI application solutions and FDE service providers — early pool entrants and service-team leaders should gain preferential scenario access and procurement tilt, with FDE to be incorporated into the MIIT/TC1 standard system as a tiering variable (related names, all unrated: Hand Enterprise Solutions, Marketingforce, Kingdee, Xunce, Digiwin, Supcon); second, compute-leasing and cloud providers, where compute vouchers could lower users' costs and convert demand into orders (Xiechuang Data, Litong Electronics, Hongjing Technology, Xingyun Technology, all unrated). Risks include slower policy implementation, weak AI application demand and intensified competition.
