Citi argues that shifting geopolitical dynamics, sanctions, tariff shocks, and fissures in the U.S. dollar's safe-haven status are opening a new golden window for RMB internationalization. The brokerage highlights that the petroyuan could serve as a marginal accelerator, fundamentally altering the dollar's long-standing dominance. Under a hypothetical scenario where Middle East crude oil imports settle 30 percentage points more in RMB, assuming $90 per barrel oil and an exchange rate of 6.80, Citi estimates roughly 325 billion yuan in additional oil receipts. If half of these funds remain in RMB assets or trade, it would direct approximately 163 billion yuan into RMB-denominated instruments, providing macro-level significance.
RMB settlement in goods trade has already surged to 33.5%, significantly higher than previous years. Furthermore, foreign holdings of onshore RMB assets remain well below their 2021 peak; merely recovering this lost ground would constitute substantial progress. However, Citi acknowledges formidable long-term constraints, including capital account controls, insufficient financial market depth, limited hedging tools, and the overwhelming network effects of the dollar. The 15th Five-Year Plan places renewed emphasis on cross-border payment infrastructure and offshore RMB markets. Combined with solid trade surpluses and supportive foreign exchange flows, this policy push imparts a structural appreciation bias to the RMB. Still, the People's Bank of China will likely manage the pace of appreciation carefully to protect export competitiveness and corporate margins.
