Citi reads Malaysia's Budget 2027 as advancing fiscal consolidation in a potential election year, underpinned by strong nominal GDP growth (projected at 9.1%) and oil revenue, including a RM5 billion increase in Petronas dividends. The 2027 fiscal deficit target is 3.3% of GDP versus 3.6% in 2026, with the 2026 deficit revised up to RM78.5 billion on higher subsidy spending. Even so, policy remains expansionary: voter-friendly measures include STR and SARA cash transfers totaling RM16 billion, the minimum wage will rise from RM1,700 to RM2,000 from June 2027, and the broader public sector deficit is seen widening to 7% of GDP from 6% in 2026. Citi forecasts Q3 2026 GDP growth slowing to 5% year on year. With employment improving, producer prices rising, and inflation expectations building—2027 inflation expected above 2026—Citi sees growing risk that Bank Negara Malaysia hikes earlier than its May 2027 base case, possibly in Q1 2027. The report contains no stock recommendations.
