Abstract
Wanlian Securities' quick comment assesses the Ministry of Finance and State Taxation Administration announcement cutting the export VAT rebate on new energy vehicles from 13% to 9%, effective April 1, 2027. The 4-percentage-point cut comes with roughly a 5.5-month buffer, a markedly longer transition than earlier adjustments for the solar and battery industries, and is broadly in line with market expectations. Near term, the lower rebate will disturb automakers' gross margins and earnings, but leading players can mitigate through price increases, cost cuts and localized production, with the impact compressible to around 1–2 percentage points. The policy aims to curb cut-throat, low-price exports and repair the export pricing system, supporting high-quality growth rather than reversing the boom: January–September 2026 NEV exports reached 4.006 million units, up about 1.3 times year over year, and NEVs accounted for 54.2% of September vehicle exports, above 50% for a fourth straight month. Watch 'rush-to-export' data in Q4 2026 and Q1 2027; leaders with overseas capacity and stronger profitability should benefit while smaller makers face faster clearance.
